Budget shortfall may force City Hall sea change December 22, 2008

City Council Finance Chair Deb Herman predicts, “A real sea change is coming at City Hall.”
The City is facing an $85-90 million budget gap in 2009.
Herman made that remark at the opening of an Economic Summit called by Mayor Mark Funkhouser.
