Missouri Ethics Commission Cites Lobbysts

(AP) – Several Missouri lobbyists likely broke state laws requiring that they name the lawmakers they buy meals for when they first reported a steakhouse dinner at a conservative legislative policy meeting, according to a report by the state’s ethics panel.
The Missouri Ethics Commission issued letters of concern Friday to seven lobbyists, who were among 15 who split a nearly $5,700 dinner bill during last year’s annual American Legislative Exchange Council meeting. The group provides template legislation for conservative lawmakers.
Five Republican lawmakers – former House speakers John Diehl and Tim Jones, Rep. Sue Allen and Sens. Ed Emery and Wayne Wallingford – were among the crowd of about 40 that dined at a Dallas steakhouse.
The commission report says seven lobbyists improperly reported the meal as being bought for the entire General Assembly, rather than listing individual lawmakers present. That’s because not all legislators were invited, which would have allowed lobbyists to report the meal to the group as a whole even if only a few attended.
The report, agreed to by the lobbyists, says the lobbyists believed all lawmakers had been invited and later corrected their reports to list the expenses as going toward specific lawmakers.

“Electioneer Complaint Against city Dismissed

The Citizens for Responsible Government says it electioneering Compalint has been dismissed by the Missouri Ethics Commission.
The group filed the complaint after the city hired a consultant to sample opinions about a proposes street car extension.
Criticism say the door-to-door plan ahead of city elections on the issue smacked of improper campaigning by Mayor Sly James and members if the City Council.
The proposal to authorize an expansion if the taxing district for a street car line was bombed at the polls by voters in August.

Freedom Inc. Fined $175K

The Missouri Ethics Commission has found a long list of violations by Freedom Inc., and has issued a fine of $175,000 for the transgressions.
But in a consent order signed by Clinton Adams, Freedom agreed to pay $9,500 and avoid similar problems over the next two years.

Political Fireworks, Pace of Big Contributions Picks Up as Primary Nears, 5-Figure Checks Are a common

Not all of the fireworks are in the Missouri skies this holiday.
Politicians are seeing some, too, in the form of hefty donations to political campaigns.
The pace of contributions is picking up in state races as the August 7 state primary approaches.
According to the Missouri Ethics Commission (www.mec.mo.gov), thousands of dollars are pouring in.
At the Missouri Ethics Commission (MEC) website, the commission highlights contributions that come in each day that are more than $5,000.
Missouri has no limits on the amount of money that can be contributed to a political campaign.
Just since the start of the month the fireworks are going off.
Both Democratic incumbent Governor, Jay Nixon, and his likely November opponent, Dave Spence, have been raking it in.
Nixon received his second half-million donation from the Democratic Governors Association this week.
Spence has given his campaign $500,000 of his own money this week as well.
In the first four days of the month, Nixon has received $577,000 in large contributions (over 5k). Spence has taken in $555,000 during the same time period.
They’re not alone.
Northwest Missouri State Senate Brad Lager, who is challenging Republican incumbent Peter Kinder in the GOP primary, collected. $250,000 contribution this week from Herzog Contracting.

Missouri Ethics Commission Offers New Way to Track the Money in Campaigns

The Missouri Ethics Commission is offering a new tool to give Missourians a look at how money is flowing in and out of some candidates’ campaigns.
Executive Director Julie Allen says the Candidate By Election search on the Commission’s website offers financial summaries on state and local races.
“It’s just an easy to read snapshot of the candidate’s financial information … for any upcoming elections, you can easily go to that election and see which candidates have filed with our office and all of the candidate’s financial information.”
The latest information comes from the April quarterly report. Two more reports will be issued before the August primary.
“There’s a July quarterly, which will be due on the sixteenth of July, and then for those participating in the August primary election there’s an eight day before, that actually is due July 30.”
With the various tools on the Commission’s website, Allen says voters can learn a lot.
“We also have another good search called ‘Committee Expenditures for Candidates.’ You can type in a candidate’s last name and it’s going to show you the money that is reported as spent to either support or oppose a candidate, and normally that would be coming from a PAC, a Political Action Committee.”
